Subject: Sewer project status report
This report is being
drafted to inform the Board of Directors for Potosi Lake Village Inc. and the
property owners at Potosi Lake Village, of certain events that have taken place during the
month of January, 2005.
At the Board of Directors
meeting for Public Water Supply District No. 3, which was held on January 6th, 2005 at
the Washington County Library, all Board members took an “oath of office” which
was administered by Ms. Janet Adams, the County Clerk for Washington County Missouri. All Board members
pledged to uphold the office in which they would be representing and to abide
by the United States Constitution and the Missouri Constitution and to perform
their appointed duties without intent for personal profit or gain.
At this same meeting, the
Board of Directors voted to allow Mr. Scott Robbins, the attorney for the
District, to petition the County Clerk’s office that a revenue bond be placed on the ballot
for April General Municipal election. The Board of Directors for the District
also approved the newly authored “By-laws, Ordinances and regulations for the
District. This Document was then forwarded to Mr. Scott Robbins, to be reviewed
as to their legality and enforcement by law. After legal counsel approval, this
document will be forwarded the Director for Rural Development and must have his
approval before it can be made official. At the present time this document is
under review by Mr. Robbins.
In regard to the expiration
of the “term of office” for Mr. Chris Boyer and Mr. Rick Harris; A notice was
posted on the Potosi Lake Village Bulletin board, informing the residents of
the District as to these vacancies, and instructing any person who might be
interested in these positions to contact the Secretary for the District or any
Board member for the necessary form to file, in order to be a candidate for
these positions, so they could be placed on the ballot for election in April 2005. This
notice was posted prior to December 14, 2004 (first day for filing) and
again between December 14 2004, and January 18, 2005 (last day for filing), and also on the Web-site for Potosi lake Village. Since no one filed for these positions, both Mr.
Chris Boyer and Mr. Rick Harris will retain their seats on the Board of
Directors for the District and will serve for Three years, as though they were
dully elected. In the Spring of 2006, two more
Director’s terms will expire, and again residents of the District will have the
chance to run for a seat on the Board of Directors for the District.
On January 24, 2005, 1 signed the application with the USDA, for a
“pre-development” grant. If granted these funds will be used to help pay any
bills incurred by the District up to now.
Approval of the
aforementioned bond is the next big step for the sewer project for Potosi Lake becoming a reality. Make sure and register to vote so
your preference can be decided in April.
