Report to Potosi Lake Village Inc. Board of Directors and property owners of Potosi Lake Village.
The information contained in this report is being drafted to inform the property owners of Potosi Lake Village, as to the status of the proposed sewer project for our community.
As stated at the annual meeting in May of 2004, the sewer committee had certain deadlines to meet in order for Potosi Lake Village to qualify for an affordable means to provide the community with a public waste water collection and treatment system. Below I have attempted to briefly re-cap some of these deadlines :
1 .Obtain funding from Potosi Lake Village Inc., with the approval of the property owners, to cover the incidental expenses associated with the formation of the sewer district (Granted at the annual meeting May 2004).
2. Employ the services of a qualified engineering firm to evaluate our needs ( Schultz Engineering Services )
3. Employ the services of legal council to provide us with the necessary steps to follow, in order to get our project moving.

4. Establish legally described boundary lines for the Proposed District.
5. Obtain the signatures of the property owners residing within the established boundary lines of the proposed District, who would qualify as registered voters.
6. Form a proposed Board of Directors for the District. ( 5ea )
7. Divide the proposed District into Subdistricts and assign a member of the proposed Board of Directors to represent each of these Subdistricts.
8. Petition the Circuit Court for approval of the formation of the sewer district ( prior to July 10, 2004 ) in order to be placed on the “docket” for August 2004.
9. After gaining approval of the circuit Court, to file for the approval of the district by “vote” at the November 2004 election by August 24, 2004.
I’m happy to report, that due to the efforts of the sewer committee, and with the support of the majority of the residents within the proposed District, all of the above deadlines were met and
Public Water Supply District No. 3 of Washington county Missouri became a reality in November of 2004.( A public water supply district was formed in case Potosi Lake Village might need to have a public water distribution system at a future date. This eliminates to need to go through all the legal procedures again. (A public water supply district has the authority to provide sewer services).
At this point in time, Public Water Supply District No. 3 of Washington County Missouri, is starting to conduct business by holding regularly scheduled monthly meetings, has appointed a president and vice president to represent the District and has appointed a Secretary / Treasurer. All property owners are cordially invited to attend these monthly meetings.
The Board of Directors for Potosi Lake Village Inc. Has granted the District permission to post notices on the community bulletin board at the pavilion, in order to keep the property owners of Potosi Lake Village, informed of meetings etc.
The Board of Directors for Public Water Supply District No.3 of Washington County Missouri is currently authoring the “By-Laws and Rules and Ordinances” for the District, under the direction of the Revised Statutes of Missouri and with the council of Scott Robbins, our District’s lawyer, in order to have an unbiased document to govern the operations and business of the District.
Public Water supply District No.3 of Washington county Missouri, has made application to the Department of Natural Resources, for a 40% grant and also made application for a Community Development Block Grant. At the present time these applications are under review, and hopefully we will get on the list for funding next year ( 2005 ). These applications was another item that had to be accomplished prior to November 15, 2004.
The District’s Board of Directors will be endorsing the documents required to petition the Washington County Election authorities to place the question as to the approval by the voters within the district, for a “revenue bond”, on the ballot for the April 5th 2004, general municipal election, on January 6th 2005, at the monthly meeting. The approval of this “bond” will be a major indication, to the funding agencies, as to our continuing commitment to our project.
As a final note: I have been made aware of a recently passed “bill” ( HB1433 ) that will have a major impact on the water conditions in our state. An article taken from the St. Louis Post Dispatch, gives a brief outline as to what is happening with new legislation that is being planned to control the contaminates that we are introducing into the waterways of our state. One of the contaminates that is mentioned in this article is domestic sewage.
I have the feeling that if we should let this chance for us to address our waste water problems slip through our fingers, we will be required to address them on the terms of the state and the federal government, not matter what it may cost. Although Potosi Lake is a private lake, it still has an overflow that discharges into public waters ( upper headwaters of the Big River ) and that overflow may eventually come under state or county regulation and require proper treatment of it’s overflow.
Remember this; water is a natural resource and it belongs to all of us and future generations. Even private wells are filled by this natural resource and it does not belong to any individual. The use of this water, for drinking, domestic, and recreational purposes, is a big responsibility, and each of us should be willing to protect this God given resource as best as we can. At the present time, the planet earth is the only known planet in the solar system with this resource and if we pollute our water to the point that it is unfit for use, what are we going to do.
We need your support and your vote in April. Please make sure that you are properly registered, and are aware of your respective poling place, and MAKE SURE AND VOTE FOR THE PASSAGE OF THE BOND and continue to support your District.
