As you probably already
know, Public Water Supply District No3. received some good news and some bad news
from the Dept. of Natural Resources. If you remember, the District reported
that we applied for a 40% grant from that agency that would amount to $
400,000.00. A letter that was dated January 26, 2005 and received by the
District on January 31, 2005, stated that Public Water Supply District No.3 of
Washington County, and if the state’s IUP (Intended Use Plan) plan is approved
as drafted, would be placed on a contingency list for a state forty percent
grant from the DNR. That letter went on to say that our position on that
contingency list will be based on the environmental priority points assigned to
our project. That was the good news!!! The bad news was,
that a contingency project cannot be funded unless there are available funds
remaining after all the projects on the fundable list have
either been funded, or removed from the list. That letter went on to say that
all funding is dependent on the sale of state water pollution control bonds and
that no funds are currently available for any projects after Southwest City on
the fundable list unless, the state proceeds with the bond sale. (There are quite
a few projects on that list after
The letter that you recently received, stated that the original cost estimate for each
user would be approximately $31.00 / mo. Now due to the lack of the DNR funds,
our estimated “loan” would be almost doubled and the estimated monthly user fee
would increase to approximately $38.00 / mo. and this, would only be possible
if our community’s median household income meets certain levels.
The District is now faced with a tough
decision and will not make that decision without the support and commitment to
the project, by you as property owners and residents.
The outcome of the vote on the “bond”
question that will be on the April 5th ballot will be the deciding factor as to the decision
of the Board of Directors for the District. Please be properly registered, and
vote on April 5th to exercise your right of opinion.
At the start of the project, the sewer
committee was asked to find a means to provide the community with a
sewer collection and treatment system that would be self controlled. WE HAVE
DONE THAT ! As to how PWSD#3 proceeds with this
project will be up to the property owners and residents of
