TO:  Ladies and Gentlemen of Potosi Lake Village:

 

SUBJECT : Response to the letter being distributed by the people opposed to the Potosi Lake sewer project, dated 10/12/04.

 

After reading the aforementioned letter several times. I felt that the citizens should have a reply from the directors of the proposed PUBLIC WATER SUPPLY DISTRICT No.3.

 

The authors of the letter being distributed, states that the number one concern of the people pushing for the sewer project is; contamination of the lake due to septic tanks not functioning properly

 

In all actuality, contamination of the lake is a concern, but not the number one concern. The test of the lake water was requested by a member at the annual meeting, to find out if there were any contaminates in the lake. As you are aware, the results of the tests that were made (in the areas from which the tests were taken) did indeed show traces of contamination from fecal coliforms.

 

Fecal coliforms are a biological by-product from animal wastes, and if in sufficient amounts could be a threat to human health due to bodily contact or consumption.

 

The letter dated 10/12/04 is very informative as to the “danger” levels of contamination from fecal coliforms.

 

To explain the concerns of the “people pushing for the sewer project” I have the following comment to make:

 

I have been informed by several long time residents at Potosi Lake Village, that the water from the lake was tested several years ago, and that the tests did not indicate in pollutants in the lake water. Now. several years later, the water shows traces of pollutants. Ask yourself this question; is this an indication that something is happening to cause pollutants to enter the lake? I am not aware of any increase in livestock or swine production upstream or surrounding Potosi Lake. I am positive that the ducks and geese are not causing this problem, and there is no way that the wildlife that resides around the lake can be the contributors of these pollutants. My answer to the question is that these pollutants must be coming from the residential waste that is supposedly being treated by our outdated “on-site” waste disposal systems.

 

Our concern is, what will the results of any future water tests will show, if we don*t address the situation now.

 

The letter does not suggest any alternatives for the citizens of Potosi Lake Village. The letter suggests that we as property owners do not need to do anything to our “on-site” waste disposal systems (septic tanks) that they are doing a fine job of treating our waste. If our outdated “on-site” waste disposal systems are so good at treating sewage, Why has the State of Missouri and County Health Dept. adopted strict regulations for the installation of any new “on-site” waste disposal systems? These regulations are clearly spelled out in the State Statutes of Missouri, chapter 701.029 through chapter 70 1.059. I was informed by the Washington County Health Commissioner, that Washington County uses these same regulations in regard to “on-site” waste disposal system installation.


 

It is my opinion that the only way to address the problem in a practical manner that can benefit the majority of the residents at Potosi Lake Village is the installation of a “centralized sewage collection system” and the construction of a facility with which to treat, filter, and control the effluent discharged to our lake, soil, and environment.

 

I have attempted to list the only alternatives, other than a “centralized sewer collection system” and a treatment facility that I as a property owner have.

 

1. Do nothing, and pray that I don*t wake up some morning with sewage backed up into my basement, or an unsightly, smelly pond in my neighbor*s yard or in my own.

 

2. Ignore the problem, and hope that my potential sewage problem will magically disappear.

(To me this attitude is an indication of complete disregard for the environment, our community*s future, and our children.)

 

3. If it is available, purchase enough property that adjoins my existing property, and if I can afford to install a new state approved “on-site” waste disposal system, I can say that I addressed my own problem, and “tough luck” to my neighbors!!

 

4. Finally; I can try to sell my home at a below market value and hope some buyer will come along with enough “cash” to purchase it without the need of applying for a mortgage.

 

(By doing this, I can pass my potential sewage problem on to someone else. This seems to be the accepted way to address the problem)

 

As per the letter dated 10/12/04, I feel that the primary concern of the “people opposed to the Potosi Lake sewer project” is the monthly fee that we as property owners will have to pay. I too am concerned about the cost, but still feel that it will be money well spent to help our community to move into the 21st century.

 

I am totally in favor of every resident of Potosi Lake Village calling the numbers that were so graciously listed by the “people opposed to the Potosi Lake sewer project” and get the information for themselves.

 

ONCE AGAIN, I AM URGING ALL REGISTERED VOTERS IN THE PROPOSED

DISTRICT WHO ARE CONCERNED ABOUT OUR COMMUNITIES FUTURE TO CAST A

VOTE OF (YES) ON NOV 22nd FOR THE INCORPORATION OF PUBLIC WATER SUPPLY

DISTRICT No.3
