   On August 16, 2004, a public hearing was held in the circuit court at the Washington County Court House, to rule on the proposed sewer district. Along with Mr. Bob Summers (Schultz Engineering), Mr. Scott Robbins (Kennedy, Kennedy, & Robbins , legal council), Ms. Barbara Adams, Mr. Chris Boyer, Ms. Debbie Cawley, Mr Rick Harris, and Mr. Daniel Kelly (members of the Potosi Lake Village Board Of Directors), Mr. Larry Daniels, Mr. Fred Francis and Mr. Mickey Shetley, (property owners), were present.
   After the proposal for district formation was read, the presiding Judge asked if anybody present was opposed to the petition. Ms. Adams and Ms. Cawley raised their hands in opposition and stated their reasons.The presiding Judge overruled these objections on the grounds that they were based on personal preferences and did not apply to the matter at hand.
   The presiding Judge; Judge Pratt ruled in favor of the district formation and the hearing was adjourned.
 
The next important steps in seeing this project to completion, will be the November 2004 election. It is extremely important that each property owner in the proposed district, be properly registered voters, and to be aware of your respective polling places, (Hopewell, or Stoneypoint), and exercise your right to vote.
  
 Between now and November, applications will probably be made for the necessary funding. The cut-off date for funding that will be distributed next year, is in October of 2004. If we gain approval for these funds, and barring any unforeseen delays, we could possibly see a completion of this project in two to two and one half years, (2 to 2-1/2 years).ESTIMATE ONLY
 
   Please keep in mind that the construction process will create some inconvenience for all of us, but the final results will eliminate the pollution to our lake, and to our environment, as well as increase the potential for community growth, by making our community more desirable to persons looking for a place to live and raise their families.
 
   I plan on being at the next monthly Board Of Directors meeting, which is scheduled to be held on September 7,  2004 at 7:00 p/rn, and will try to the best of my knowledge, with the information that I have to address any concerns that you as property owners might have. At the present time, the monthly meetings are being held at the pavilion. I urge all of you to attend this meeting.
 
   The name of our proposed district will be Public Water Supply  District No.3 - Washington County MO
 
   Note: In order to foresee the possibility that we may need to have a community water supply at some future date, it was decided to form a combination Water and Sewer District. A sewer system can be designed and installed under the jurisdiction of a combination water / sewer district, but a water system cannot be designed and installed under the jurisdiction of a sewer district. This was done to eliminate going through the whole process again if we need to have a public water system in the future. The formation of a combination district did not present any extra cost at this time, but would cost if it had to be formed in the future.
 
   On August 19,2004, I received an E-Mail from Schultz Engineering containing the preliminary engineering report for our proposed sewer project. This report gives us a projected cost of our project and our projected monthly fees which would cover our payments on the aforementioned loan and our operating and maintenance costs. This report is approx. 22 pages and cannot be mailed due to the cost factor, but will be available for your inspection at the September 7, 2004 meeting. PLEASE TRY TO ATTEND THIS MEETING!
