To: Property Owners At Potosi Lake Village
From: Larry Daniels
(For proposed Public Water Supply District No. 3 Washington County Missouri)
Subject: Sept. 07. 04, Presentation To Membership
I've been asked by Rick Harris, President of the Board Of Directors, to write a report as to the presentation that I
delivered to the membership at the monthly meeting of the Board Of Directors on
I was given the floor after some pressing board business was covered. I began my presentation with the present status of the proposed sewer project. I informed the property owners that I had received the preliminary engineering report for the project and that it was available for review by any member of Potosi Lake Village Inc. I then proceeded to read the projected costs of our project. I had a few copies of the summary of these costs and handed them out to several of the property owners in attendance. (A copy of this summary is available to any property owner that requests it). This summary showed what the projected cost of our collection system would be, the projected cost of our treatment facility, the estimated cost for operation and maintenance of our proposed system. The summary also showed the amount of funding that we would be seeking and the names of the agencies from whom we would be making the requests. This summary also showed what our proposed low interest loan would be and what the monthly payments would be to “pay-off: the loan. I reminded the property owners, that these figures were PROJECTED and could not be taken as actual costs, but they were made for our proposed project.
At this time I was interrupted by Ms. Debbie Cawley. Ms.
Cawley had been given a copy of the laboratory results for the lake water
tests. Ms. Cawley proceeded to inform the assembly that these results did not
show that our lake was contaminated enough to cause concern. At that time I
surrendered the floor to Ms. Cawley in order to allow her to voice her opinion.
Ms. Cawley informed the property owners that she had been in touch with credited persons, and was informed that our contamination (fecal coli form) could come from animal excrements as well as human. Ms. Cawley stated that our contamination might be from the waste produced by our resident population of Canada Geese. One of the property owners, Mr. Gary Moyers, reminded Ms. Cawley that we only have four (4) Canada Geese living on the lake and he felt that their waste was insignificant. I concurred with Mr. Moyers’ statement and said that since there was not any livestock or swine production close to the lake, our problem was most likely due to human waste by-products that is being introduced into the lake from our existing septic tanks.
