At this time I was allowed to proceed with my presentation. I informed the property owners that if a property owner did not connect to the system, it would not excuse them from being charged a monthly fee to cover the operating expenses for the treatment facility and the payment on the proposed loan. I also informed the property owners, that the money for our loan would be coming from the federal government and that they (U.S. government) would most assuredly take steps to collect any delinquent payments. At this point I informed the assembly that connecting to the proposed sewer system would only cost them the monthly fee, if they connected during the initial construction of the system, and that their connection costs would be covered by the grants.

 

I informed the property owners that if they decided to connect, after the system was up and running, they would be responsible for the costs of installing their individual  “step” stations at their property. They would also be responsible for the costs of licensed contractors to do the installation and any permits or fees that might be required by the district or the county health department.

 

I was asked why I was for the public sewer system. My statement was that I don’t like septic tanks and felt that they weren’t doing an adequate job of treating our wastes.

 

Ms. Cawley then informed the assembly that she had a state approved waste disposal system at her residence and didn’t feel that it was fair that she be forced to connect to our proposed system or pay any monthly fee associated with it. Ms. Cawley was asked by Mr. Gary Movers, what she had to pay for her system.

 

Ms. Cawley answered the question and Mr. Moyers stated that he didn’t have that kind of money to pay out in one lump sum, and that financing for such a system would probably cost much more in monthly payments than the proposed fee for a central sewer system. Mr. Moyers also stated that if he could afford such a system as Ms. Cawley’s, that he didn’t have the necessary room on his property to install it. (This statement is true for a large percentage of the residences at Potosi Lake Village).

 

At this time I proceeded to read a letter that is included in the preliminary engineering report, from Mr. Jesse Douglas (Washington County Health Dept.), stating his concerns for our problems with waste disposal and his support for our proposed project. (Available upon request)

 

Ms Beth Blessing pointed out to the property owners present. that if they decided to sell their property with the existing septic systems in place,  the property would have to be sold to a buyer with cash money, due to the reluctance of lending institutes to lend money for homes with outdated sewage disposal systems. (Ms. Blessing works with real estate on a daily basis). Ms. Blessing also said that our property would probably be worth more and be more attractive to potential buyers with installation of the proposed sewer system.
